No. The ESTA is an electronic pre-authorisation, but entry into the USA is assessed and decided by the CBP officer on arrival. ESTA approval does not guarantee entry.
The official fee charged by the CBP is USD 21, paid directly on the official site esta.cbp.dhs.gov. MVA charges only for its consulting and guidance services.

The ESTA is valid for 2 years from the approval date, or until the passport expires, whichever comes first. During this period it allows multiple entries into the USA, with a stay of up to 90 days per visit.
An ESTA refusal usually indicates that the person needs to apply for a US visa (B1/B2) to visit the USA. MVA assesses the case and advises the most appropriate path after the refusal.
